The logic is simple. Goku sacrifices himself against Raditz. But without Vegeta there is no reason for him to travel snake way to meet King Kai to learn Kaioken. Without Vegeta Piccolo also doesn't die, thus they never need to go to Namek, which means they will never meet Frieza unless he attacks Earth.
