I think you missed the basic point. Without Goku, that devil prince would've preceded his konquest of Earth, either Pilaf or the Red Ribbon army will get the Dragon Balls (leader of the latter has a silly wish, but either that slips out and he gets overthrown by someone with worse ambitions, or he gets his wish but his army becomes a civil war for wasting their time). Not entire sure how kapable the demons were, but then there's the Piccolo Senior and his army that easily wiped out all the world's best martial artists including Roshi. ... Yeah, before the Saiyans even think of invading Earth, the planet is already fucked and Vegeta spends his life being one of Freiza's minor underlings. Only question is which bad guy becomes unstoppable first.

Bottom line being the konsequences of Goku never existing are higher than Vegeta not existing. Plus it's game over either way, so this is a silly way to measure who's "better".

Where did the point go to Goku not existing? The point was Vegeta not existing.... Without Vegeta Goku still arrives on earth, because up until the Dragonball Z timeline it wasn't established that he was a Saiyan, only that he was an "alien". Toriyama didn't bother to expand on that until the Z series when Raditz first arrives and meets with Goku for the first time.

Even if Goku didn't "arrive" on earth, then all Roshis attention would have been on Krillin, who up until his teenage years, was a very different character than he ended up becoming. Plus there were very capable fighters up until that point, as everyone in the original Dragonball timeline weren't super overpowered as Goku became during the Frieza timeline. The only real major difference would be that Piccolo wouldn't have been reborn, unless someone managed to defeat him, which was still possible if Tien chose to take him out.
