Normally a fleeing criminal can't be legally shot in the back. Idk about elsewhere but I know in my state that that goes out the window if the cop witnessed comit a felony (wanna say specifically a violent felony but I'm not 100% sure) now that said it is stressed to be aware of your surroundings (at least in my training) before firing the shot as they'd rather them escape then hit a innocent bystander.

So I'm torn as I'm not that cop didn't see what he saw wasn't thinking what he was thinking. In the adrenaline and split second decision making was he just not registering there MAY be other people in his line of fire. Or was there someone clearly around and he fired anyways? Didn't watch the video btw
