The only justification of Wesker keeping a unrestrained captive in that cell is to either use them as a hostage bargaining chip somehow, or because he planned to use them later as a BOW test subject. Going by the lore Wesker isn't revealed to be a full blown mad scientist stereotype until after Code Veronica though.
