I dont know if it necessarily leads to a Russian nuclear response. Where are they going to target? The capitals in Europe? In America? In Ukrain? Why? Mutually Assured Destruction runs off the principle that a country with nuclear weapons will not directly attack another country with nuclear weapons since they can counter attack with a nuclear weapon. Additionally a country with them would not use them since the other country understands that a nuclear counterattack is sure to follow.
