Which is a response to your statement. And you somehow thought he said, "So long as the protest as a whole is mostly peaceful no one participating in the protest can get in trouble." Which is not what he said at all... What he said was that you wouldn't arrest most of people present if they were mostly people. Based on that, it sounds like he's saying to arrest the ones who aren't peaceful...
