I think that simplifies his character a lot. It ignores the presence of Melisandre in his life, his pseudo-friendships with Davos and Jon, his relationships with his brothers which for me are both fascinating, and above all his rigid social awkwardness. Also, you say he's predictable - did you see what happened at the end of book 3 coming? 'Cause I sure as hell didn't.
I'm not sure he's better than Arya still, and I only voted for him safe in the knowledge Arya would win anyway, but you're selling him a bit short here in my opinion is all.
