This has been happening upon my laptop as well. YouTube seems to have different user interfaces on different videos. The one that allows me to choose a speed at which the video will play always causes this problem. It is most troubling and I have not found a solution to it.
If your problem exists not on YouTube but elsewhere, then we most likely have different problems entirely.
