I don't think he could have legit beaten Windu. He's better at the Force and his Force Lightning was crazy good but everything was negated by the lightsaber. He may have gotten stronger in the OT, but that fight in 3 was legit.
Most certainly not. You also seem to underestimate the Force. Yoda has practically stated that if you understand the Force enough, a lightsaber is essentially useless. Someone who has such mastery of the Force, like Yoda or Sidious, would defeat anyone with a lightsaber, no matter how good they are.
