At the point where you get 3 nominations and 1 denomination per person, what ends up happening is someone who commonly gets denominated has further incentive to use all 3 slots to get ahead. Not that I think LMS would necessarily use less nominations even if denominations were removed, but still. It also takes more effort to denominate than to randomly nominate crap repeatedly.
I think the answer here is just move nominations down to 1 per person per topic to reduce the massive spam-filled nomination list. If we get starved for nominations later on down the line, the change can be reverted but for now it'd be a worthwhile experiment.
