SF3 isn't popular because it's a harder, more technical game. the average SF player just likes throwing out fireballs and dps. SF3 doesn't really play to that. the characters are only part of that.
it's not that complicated really. people grew up on a game that was easy to play and had very recognizable characters. SF3 takes the execution up several notches and removes most of the classics.
