One of the complaints you hear about 3S a lot is "and people couldn't latch onto it because of all these lame new characters." But the characters are quite solid! Alex, Hugo, and Ibuki are awesome. Sean probably could've been Dan but Sean is fine too. Necro is literally a thousand times cooler than Dhalsim. Yun and Yang are pretty cool and have no comparison from earlier games. Dudley's excellence speaks for itself.
In fact as you go down the list, the only possible downgrade is going from Guile -> Remy. But neither of them are any good so it's a pretty small issue!
SF3 isn't popular because it's a harder, more technical game. the average SF player just likes throwing out fireballs and dps. SF3 doesn't really play to that. the characters are only part of that.
it's not that complicated really. people grew up on a game that was easy to play and had very recognizable characters. SF3 takes the execution up several notches and removes most of the classics.
SF3 isn't popular because the CPS3 was expensive due to being way ahead of it's time and rare as hell in arcades and being a Dreamcast only game. The characters didn't bring in casuals either like how Blanka and Guile did.
Also saying it's not popular because it was too technical is wrong since if you play SF3TS OE you still see a bunch of shoto scrubs and mashy Chun lis. The Alpha games were also much more technical than SF2 yet all 3 were popular.

Like SSJ stated, CPS3 was unpopular and killed wallets, and people were turned off by the "freakshow" characters(despite only about 4/5 really apply to that.)
The other problem was it took 3 iterations to finally get it right(NG and SI I enjoyed, but they had severe problems), and even then 3rd Strike goofed up in some places (What up Chun, Poor Sean).
Another problem was it came at a very bad time, as 2D fighters and arcades in general at the time were in decline.
The biggest problem with 3S was that it..really wasn't street fighter per se, since Zoning was more or less nonexistant. Footsies were still there and very dominant but Zoning was all but gone, that may have pissed off lots of people.
But despite its flaws, I still go crazy for 3S. 3SOE though.......way to goof it up guys.
