Don't. He was pretty bad before and now even worse, no idea why they nerfed him. He can be kited so hard it's not even funny.
They nerfed him because he got whined about. Riot's biggest issue right now is that they don't balance just around high level play.

But things like Sion/Morgana/Shaco/Rammus are stupidly OP at any level of play.
None of those are really OP right now, except maybe Morgana. AP Sion is a one-trick pony, easy to stop and not very effective in teamfights.
