I don't really think it's a "problem" that Riot doesn't balance just around high level play so much as a "feature".
Not a feature I particularly adore or anything but blargh.
No, it's a problem. It basically amounts to Riot holding your hand and sheltering you, thus preventing you from ever getting better because they just answer your QQ constantly.
There has never been an instance where they should have balanced around low Elo, but there have been several times where they have done so.
