We still don't know Skyrim's strength yet. It would be very strong but it's still VERY new. Lets see how things stand 6-12 months from now. Winning GOTY polls(which it should do) won't matter tha t much i don't eve beleive Skyward Sword will be that strong either, probably below Wind Waker level. It has the lowest user average of the last 5 major console Zeldas.
No, it has the lowest REVIEW average. It has the highest rating average of any Zelda game since OoT, and given that that's a much larger sample size, that's a far, far more accurate basis. Hell, the reviews for games are always markedly lower than one would expect (and the ratings) because whiners want to make their voices heard. All the reviews signify is a vocal minority.
Edit: may as well list the rating averages just to be clear.
