No, it has the lowest REVIEW average. It has the highest rating average of any Zelda game since OoT, and given that that's a much larger sample size, that's a far, far more accurate basis. Hell, the reviews for games are always markedly lower than one would expect (and the ratings) because whiners want to make their voices heard. All the reviews signify is a vocal minority.
Edit: may as well list the rating averages just to be clear.
Ocarina of Time: 9.3
Majora's Mask: 8.9
The Wind Waker: 8.7
Twilight Princess: 8.8 (lol)
Skyward Sword: 9.1
People rate games who have not played it.
Also if you're saying SS is going to be the 2nd strongest 3D zelda because of that then something is wrong.
SS was a great game, but it was nothing groundbreaking. It will probably fall in between WW and TP in terms of strength maybe a bit lower. IT's also on the Wii which doesn't help it.
