People rate games who have not played it.
Also if you're saying SS is going to be the 2nd strongest 3D zelda because of that then something is wrong.
SS was a great game, but it was nothing groundbreaking. It will probably fall in between WW and TP in terms of strength maybe a bit lower. IT's also on the Wii which doesn't help it.
You're projecting. YOU don't think it was groundbreaking, most disagree. Hell, it's pretty naive to assume that the only reason the rating is so high is because of people who haven't played it. Look at the collection stats for proof that you're wrong:

More people are listed as owning at than rating it, for one thing, not to mention the people who have played it without owning (renting or dubious techniques). There may be a few people who rate without playing, but at over a month after the game's release with most people now having played it, that's clearly not any significant amount of people.
Besides, GameFAQs doesn't let you rate games you aren't listed as having played, and do you really think a significant amount of people would lie? And if they do that, what's stopping them from writing a review? Nothing.
You cannot take a sample as relatively small as the people who reviewed the game to mean anything, not when there is a much larger, naturally more accurate sample right next to it. That just flies in the face of statistics.
And no, it being a Wii game won't hurt it any more than it hurts Twilight Princess. Hell, three of the strongest current generation games (and GotY winners) are Wii exclusives. Last year's runner-up was a Wii exclusive, as is this year's almost inevitable runner-up. People don't like the Wii as a whole but it doesn't hurt the games.
And no, I don't expect it to be stronger than TP or Majora's Mask, but I do think it would beat Wind Waker at least.
