My interpretation of Obama's statement there seems to be that he has concerns about the edits and his administration will do their best to "interpret" (ignore) them in a matter that lets them basically function they same as they've always done. He says in the first paragraph that he pretty much only signs it into law because of its provisions about service members and families and departments and such. Whether or not he does so is up for debate, but hey, there's the actual full statement.

Even if we pretend that Obama doesn't have a track record of lying, that just means his administration will ignore the matter, but it will still exist for the next administration to do with it what they want.
