Use all of them, they all gain exp whether or not they participated in a battle. Haru is one of the most powerful allies, because of her Walls. Physical is also very powerful, so Ryuji or Yusuke are useful. Don't underestimate debuffs, which Ann excels at, and Haru and Makoto can utilize (Depending on the type of debuff, Psy or Nuke causes a "technical" which is basically a crit w/o the knockdown). Morgana is a powerful healer, and is useful to have for Samerecarn (res with full HP) and Diarahan (full party full heal).

Early to mid game, until you get better SP sustain, it's best to alternate through your whole party. As in, once someone is low on SP, move them out, and sub them in with someone else. SP is your biggest limiting factor early game for how long you can be in a dungeon, and proper management of it will allow you to finish every dungeon in one night (excluding events that force you to leave, or calling cards). Another note on this: make sure you're buying drinks from vending machines. They're really your only option for SP restoration items until later. They restock once a week (on mondays). The machines that sell SP drinks are 1) outside the public baths, 2) in the arcade, and 3) at the courtyard in school. Once you can travel to the north district (the one with Crossroads bar), there are two vending machines there that have SP items.

Also, if you do the Shoji social link (in the church), you gain the ability to swap party members mid battle, allowing you to swap allies if an enemy has an attack that hits their weakness
