Why was it allowed to get near Japan let alone fly over it? Heck why don't other major countries have subs/boats etc surrounding NK so they can shoot down missiles right away if they are launched?

Also, in a cosmic funny, I was talking to someone in the Army yesterday at a party who just got back from deployment and he was going on about how NK was no threat at all and we have it totally under control. Dude must have some egg on his face after getting home lol.

They assumed it was harmless, and let it fly... Good policy. When the actual one is let loose, nobody will care and then death.
