Shenti is just a beta so he doesn't understand stuff like that. He also doesn't seem to understand that those workers are already paid more than what they're owed, since the minimum wage bumps up the natural compensation for their labor.

These jobs are just entry level. It's really not anyone's problem but yours if you can't move up or onto a better job.

Learn some basic skills, not how to flip burgers or fry shit, but how to work and go to work everyday and not call off or be a complete asshole.

This, pretty much. It's mostly also just protecting jobs that will be made obsolete by automation within the next decade, so legislators should spend more time figuring out what's next.
