No, it's not always going to be a medical condition; the point is, you can't simply rule jump straight to the "he's high on drugs" assumption, or else shit like this happens and an innocent bystander - doing nothing illegal or malicious - gets manhandled by a cop. Whether you support the cops or not, you should be strongly against this. If you're part of the crowd that thinks they're a gang with badges, this is them abusing their authority.
