You'd think that. Originally in Star Trek Phase 2 (the TOS relaunch that never happened), Leonard Nimoy wouldn't return, so they invented a new Vulcan named Xon to take his place, who felt no emotions but wanted to. Xon appears in the first movie and gets randomly killed, and when TNG rolled around they retooled the concept to be Data. So in that sense, Data was meant to be the inverse of Spock, which they even comment upon in the episode where they meet.

I'm not sure how intentional it is, but the Doctor is also an inverse of Data. Both of them are artificial beings, but where Data is inhuman and wants to be more human, the Doctor is equally inhuman in design but very human psychologically and also wants to develop his humanity.

Maybe it's not a perfect inverse, but eh.
