I don't remember if his name is still Xon, but he's Kirk's new science officer in the first part of the movie. He introduces himself to Kirk on Earth, says maybe three sentences (it might actually just be one), and Kirk tells him to meet him on the ship. Then later the transporter breaks while transporting him and he's turned inside out and dies screaming, and that's the last of him.
