In fact, the show goes to lengths to make it SEEM like they're incompetent in order for them to come together and exceed expectations all the time. Characters like Felicity and Iris, who either come in with competence and then fail to live up to it or suddenly skyrocket in supposed value to the group and then do the same, are exactly what hurts the most on these shows.
