Please tell me if there's literally anything I can do here more than what I'm doing or if I'm making a mistake

-Suicune is level 40, gonna use his Whirlpool to trap Entei
-I don't mind not catching it first time as long as I see him and get him on the dex, then I can focus in
-I'm going between routes 36/37 because they have grass close to where the route changes, using repel obviously with Suicune at the head of the party

This and then Ho-oh are the last two things before I'm done with the game.

I guess my questions are:

-Repels work on Pokemon of the same level, right? I'm 99% sure they do but it'd be pretty funny if I had that wrong at this point
-Is there anything extra I'm missing here? I tried for hours.
-Anyone know if Entei and Raikou run on a particular set route? If they do, then I have to keep buying repels. If they don't, I can just reload my save.
