This is because there is an obvious and concerted movement to disarm the citizens, because it is much easier to control a population that is not armed.

Mass shootings are actually extremely rare. Far more people die from vehicles and IIRC even pit bull attacks.

Individuals that think they know what's best or think they can profit from it.
There are no cabals, it's more like 400m people each working their own agenda, sometimes aligning with other's agendas and succeeding locally, statewide, nationally.

But another answer, is everyone. That's what government is. That's what laws are.
You don't form a political party to not try to control things.
Democrats are trying to control people. (And in this case, justice dems are hitting the anti-gun bandwagon pretty hard.)
Republicans are trying to control people.
Green is trying to control people.
Libertarians are trying to control people.
