But from what I understand they were proposing it as an all or nothing deal - that is, either all name-calling is moddable or no name-calling is moddable (unless it crossed over into offensive or trolling territory). Not sure why the admins felt it needed to be that way, but they went with the zero-tolerance approach.

Cuz the mods wanted more power. They need to be able to mod posts so they can feel like their lives have purpose and they have sway over someone's life. I always use this example, but its perfect. In elementary school we used to have a math teacher that would have us just pass our quizzes to the left or right or some shit and that student would grade your paper, and you'd grade someone else's. Well one day I had this bitch ask the teacher if she could mark my answers wrong because my 0s looked a little like 6s, and she had a huge grin on her face as she marked each one wrong. That grin is the same shit eating grin these mods get when they suspend you on some obvious bullshit. Luckily for me I could take that paper to the teacher and say "C'mon, this is math, not a penmanship class, you know I got the right answer (I've always been hella good at math) so do the right thing" and she did, much to that little c****s dismay. Issue is that the "teacher" in this case is just another mod, but they get "lead" in front of their name as if that makes them any less of a... Well you fill in whatever word you feel works best lol.
