Lowering the age and making things less illegal might make a difference but probably not a positive one sadly. No easy solution here, but perhaps something that tested BAL at bars, where you can't drink more then x without showing a pre-paid ticket to take you home or something....not making it illegal to drink, just illegal to serve to anyone who is past a certain point. Getting that passed would be almost impossible though. Should be a way to make it safer for everyone and then drop the legal age as part of it, but real thought and effort would have to be made, and also.....our prison system is for profit quite often, and you would be AMAZED at how many people are actually in there due to alcohol in one way or another. If something actually makes the people in power money, it's probably not going to change, even if it ends up costing many people their lives, their freedom etc. --- "did you steal my f***in signature" Helly ...
