I had a friend that did that to a dog he hated and I said he was an asshole for doing it, and then the dog broke its chain and came at us. We ran, but he was faster than us, but he passed by me and went straight for my friends butt. Bit right through the pants then ran back to its yard my friend went to the hospital for stitches.

I dont know if the dog was destroyed or not, but I told everyone that asked (doctors, police) how it was provoked by him apparently over time by my friend before only biting him once and not attacking me. My friend didnt like me after that for defending the dog so much.

you're on the right path. the owners. leaving a dog chained in the backyard will make the dog aggressive. not interacting with it in a friendly manner on a daily basis will make it aggressive. even constant abuse will make it aggressive. it's those fucking owners.
