Revue Starlight is really hard to exactly categorize into a certain genre, because there's so much going on. It borrows elements from shounen, shoujo, comedy, thriller, romance, and even idol anime in some ways. There's a heavy focus on the development of the characters, both on the stage and in their personal lives. Plus, there's a lot of symbolism used in the show. Whether it's the girls' different weapons and fighting styles, the lyrics to the songs that play as they fight, or the overarching connection to the titular Starlight stage play that the anime is centered around, there's always more to a scene than what you see and hear.

If I had to pick a famous classic anime that it compares closest to, it would be Revolutionary Girl Utena. Revue Starlight's director, Tomohiro Furukawa, has worked with Utena's director, Kunihiko Ikuhara, on a few different anime in the past, and it really shows.
