If you mean the girl in the pic: she's Oriana Thomson from A Certain Magical Index. She was a villain in one story arc though, not a recurring character. If you mean the reference being made: it's a reference to the Winter War, a battle during World War 2 where the invading army of the big, powerful Soviet Union was held off for three months by the tiny nation of Finland. The USSR is represented by her bountiful... tracts of land... while Finland is the tiny button holding them in.
