Considering it has been for more than a decade, that one mod is absolutely correct. They usually only drop the hammer on it if it's clear that you're deliberately boosting every topic by a specific user, or if you're bumping a lot of fad topics. And they're definitely more inclined to take you down if you bump it just by posting something no-content like "bump" as opposed to actually responding to topics with more in-depth replies.
