The three inches above the knee rule is pretty normal- the line has to be drawn somewhere arbitrary and that seems fair

At my high school, people would try to skirt the rules all the time and it was a headache for enforcers

I could see teachers and administrators tired of people toeing the line in bad faith and saying screw it. just make an easier rule to enforce- aka no skirts

But then of course booty shorts have exactly the same length problem, so the ban is ultimately useless
