| Topic | Pokemon Sword and Shield to not include all the Pokemon |

The missing ones weren't made available until FireRed and LeafGreen, or in some cases Emerald. At least Ruby/Sapphire had every single Pokemon up to that point programmed into the game, even if some of them couldn't be obtained normally due to Ruby/Sapphire being cut off from Gold/Silver/Crystal. Prior to FireRed/LeafGreen, you had to hack the unavailable Pokemon into your game that couldn't be obtained through normal means. What I'm hearing for these games is that some Pokemon will be completely absent from the game, nowhere to be found in the game code. I suspect the Dynamax mechanic could have something to do with this, as Game Freak would have to create Dynamax versions of every single Pokemon.
