Team Rocket Elite 06/13/19 8:45:04 PM #170:	Cover Legendaries aren't really meant to be that balanced most of them time and the balancing they do probably doesn't factor in fan formats like the Smogon ones. In the official VGC tournament format, Mega Rayquaza (when allowed) is a serious threat but it isn't the complete monster that it turned out to be in the Smogon Singles format. --- Link isn't the only one who kicks ass.
