I didn't read it but if it's along the lines of "aggressively pursue what you want" you pretty much have to. You basically have to go after women like you'd go after a job or raise/promotion, because they're not going to simply fall into your lap while you're sitting at home playing video games.

I'd even consider myself to be a passive guy and have not had many partners, and even I think it's ridiculous that you're expected to never try talking to, flirting with, asking out.. any woman you encounter in a public space. They're supposed to just exist inside their own protective bubble at all times, huh? Makes me wonder how any of these guys or their fathers or grandfathers ever got laid if simply striking up a conversation with a girl is such a taboo subject.
