Basically, if you're subscribed to the online service ($20 a year), you can spend $100 to get two game vouchers that can be redeemed for a selection of games (linked on that page), many of which are $60. Use it on two $60 titles, and you've effectively gotten that online membership for free. It's not the most spectacular offer, particularly when you consider that it's not exactly hard to save $10 on a game in a sale (though sales on first-party stuff are often less than impressive) and you'll have to pay the membership fee (which you may or may not be planning on doing any time soon), but it's worth taking a look at when you're just starting to put together a library.
Oh, those vouchers also only last a year, which I personally think is idiotic, so don't go for it unless you plan on spending them before then.
