Like, how are you going to pass something like this without having all the branches under your wing. The states that like their broken system will be waiting for you at the door with legal challenges to march up the appeals courts. Short of literally winning all the marbles, I don't see how she can do this. I love the idea that someone is so committed to the idea as to have laid out a plan. I think she's taking it seriously.
