Even in a setup that appears to favor town on paper, the players and/or meta can shift it to a game won by scum the majority of the time or vice versa. For example, I just modded a game on MafiaScum that looks scumsided in a vacuum, but the setup plays with the site meta in such a way that the scum would be unlikely to take the "optimal" actions.
