Jenova would not become the planet, Sephiroth would. Jenova instead was used as a bodyguard. In truth, it is more likely to say, he is a Jenova. He is truly her son and carrying out the purpose of his own speicies, but he is no more manipulated than you are when you want to bang a hot girl. Still, even a man can overcome his impulses and so could Sephiroth. He chose to embrace them because why not?
