Probably because "biological sex" is a made up term that isn't actually accepted by geneticists. Now, concepts like "phenotypical sex" or "genotypical sex" DO exist. Do try and actually educate yourself on the subject. And the Olympics allow trans athletes to compete with regulations in place, yet none have actually won any events since their inclusion. So it isn't like a new league would actually give anyone a better chance at winning besides whatever men decide to participate there as opposed to the main one for men...
