What exactly determines how quickly you learn new deathblows? I use the inputs for the deathblows before using them, but it doesn't seem to improve the speed at all, and characters seem to get points for deathblows they can't even learn yet.

Skimmed an FAQ for this because I remember pretty much nothing about Xenogears' gameplay and uh...

It sounds like each deathblow has its own independent experience tracker and strictly speaking it doesn't require performing the inputs the deathblow has but the game thinks of button presses in 7 ways: T1, T2, T3, T4, S1, S2, and X. With the number being Triangle/Square and the 1-4 basically being the move number in the sequence, looping back to 1 after 4 (or X)

So like... TSX would read to the game as T1 -> S2 -> X and TTSX as T1 -> T2 -> S1 -> X.

Each deathblow wants a certain number of presses of those seven categories. Usually - but not always the ones the actual deathblow has.

For instance, apparently the programming is broke and the deathblow that uses pattern TSTX (in this parlance that would be T1, S2, T3, X) actually looks for experience in T1, T2, S1, and X. If you literally spammed the sequence of the deathblow, you'd never actually be registering a T2 or S1 hit but the game is dumb and wants those. Similar issue with the STTX sequence (this time the game wants T1, T2, S1, and X; but the actual sequence of STTX never has a T1 in it so you'd never get the T1 experience needed and learn the thing.)

Also, the "experience" it wants for each button press is not equal. Using TSX as an example again. It wants 190 T1 presses, 40 S2 presses, and 100 X presses. (Some characters learn faster than others, so it may be faster for some) as well as Level 30. You can learn it earlier but not use it until then cuz xenogears. However, on the percentage screen it treats them as equal so S2 comprises 33% of the bar even though T1 requires nearly 5 times more presses

Finally, if pressing X triggers a deathblow you have, other deathblows won't give you credit for pressing X there because I guess it considers deathblows special and not a regular button press idk.
