Like don't get me wrong, it's by far the best "third version/special edition" in the series, but it ultimately does simply stand on the shoulders of the previous game. I think there's an aspect of grading on a curve when it comes to BW2 - we're conditioned to expect the third version to be basically the same thing, so when BW2 comes along and does have an entirely new story and does have a bunch of stuff added, there's a kind of excitement because Game Freak didn't ctrl+c ctrl+v the game. But by the standard of normal sequels, BW2 reuses and recycles a lot of stuff.
