That hometown wouldn't be Rokkenjima if an atlas is needed. My guess for the initial phrase is First twilight'. It has 13 characters, you 'kill' other characters from it, and it is a unbelievably simple answer. The game gave so many hints, it really wants readers to figure this one out and I'm fairly confident here.
