No one would be saying Rudolph should be fined or suspended if Garrett didn't lose his mind and rip the guy's helmet off and use it as a weapon. Guys get into scuffles all the time in the NFL without fines or suspensions.

Garrett hits him late, drives him into the ground, then won't get off him. Rudolph pulls outside the helmet on the back of his head all while Garrett is continuing to push Rudolph into the ground. There are a hundred different more reasonable ways Garrett could have retaliated without getting fined or suspended.

Instead he decided to reach inside the opposing player's facemask, rip off the opposing player's helmet, and then swing it at his head. The idea that Rudolph needed to just lay there and take it to avoid punishment is ridiculous.

Also, punishing Rudolph would only benefit the Steelers given how much he sucks at playing QB in the NFL.
