Real title holder can then challenge him title vs title to get rid of his dumb fake title. You can also make him focus on tag/trios in the meantime to give those divisions some more weight. I dunno I think there are a lot of potential ways out of it that make for some good storytelling if they go for it, even ignoring the obvious "why can't he just fight in feuds that don't involve titles" solution. --- No problem!
