Just guessing here but strictly speaking the Florida Supreme Court opinion here has no legal consequences. What happened was DeSantis asked them to issue an advisory opinion to interpret the meaning behind it, not the constitutionality.

They ruled that this is what the Amendment meant by completing their sentence. There was at least one justice who objected to the opinion stating it's completely unreasonable to believe that this is what the voters intended but a consequence of DeSantis winning in 2018 meant he could replace 3 liberal justices with 3 conservatives so "welp"

But this is just me riffing on how they came to this despite it being pretty blatantly a poll tax with what I know about the situation, I don't know for sure what they were thinking.
