yes.
one is to an individual, the other to a body that's supposed to represent all individuals in that region. if that entire being decides to be corrupt it is something they can do of their will, if i accept an individual's corruption, that's my will.

bear in mind that i do agree that the cost of business in many foreign places is bribery, especially at the low level. but that doesn't make any of it okay and it shouldn't be something we uphold, it's a practice that should be looked down upon and not done by what should be a moral authority.
