Sounds like congress's fault, to me.
Quoting again because apparently no one read it.

So again...ever since Trump came into office and deficits stopped mattering again (witness the huge hand out to the rich w/ the 2017 tax law that blatantly wasn't "paying for itself" and now how we've blown trillions of dollars in the span of a week on this virus), why hasn't some money been spent to replenish the supply?
